We Hold the Contract, and the Consequences.

Formah Commercial Group holds both a commercial and a residential builders licence. That combination is deliberate, and it is not common. It means one builder can take a warehouse, a hotel, a hospitality venue or a purpose-built commercial facility from slab to handover — and can also be trusted with the refurbishment and remedial work that most new-build contractors will not touch.

We build as head contractor. We hold the construction obligation, the programme and the cost, and we carry the project through to a defect-free handover under our own site management. We are not a management layer sitting above the work — our people are on site, at prestart, at the hold points and at the walk-through, because the difference between a project that lands and one that drifts is what happens on the floor, not what appears in the report issued on Friday.

Formah sits within a commonly owned group alongside Property Development Concepts and Fortuna Group, which gives a client access to project management, superintendency and construction delivery through one relationship. Where those entities work together, the common ownership is declared and the construction contract is administered at arm's length.

A meaningful share of our work is delivered in occupied, trading or tenanted environments, where the difficult part is rarely the construction. It is doing it around people who cannot stop operating, inside a window that closes whether the work is finished or not.

We do not quote on optimism. We price the scope, programme the work, and build what the drawings say.

02 — Capability

New Build, Refurbishment, Rectification.

These are the forms of work Formah is engaged to deliver; the markets they are delivered in follow below. We tender and deliver lump sum, design and construct, cost plus and early contractor involvement, and will structure the contract around the project rather than the other way round.

  • C-01 New Build Construction Full new construction from site establishment and civil through structure, envelope, services and finishes to a commissioned handover.
  • C-02 Design & Construct A single contract carrying both design and construction risk, with consultants novated or engaged directly and buildability resolved before the price is fixed.
  • C-03 Early Contractor Involvement Engaged before documentation is complete to test buildability, programme and cost, then converted to a construction contract on an agreed basis.
  • C-04 Shop Fit-Out & Tenancy Works Retail and food tenancy fit-out — partitions, ceilings, joinery, services coordination, finishes, compliance sign-off and landlord requirements.
  • C-05 Medical & Healthcare Fit-Out Doctors' practices, dental and allied health suites and small medical centres — infection-control finishes, lead-lined imaging rooms, medical gas reticulation and accessibility compliance.
  • C-06 Full Refurbishment Whole-building and whole-tenancy refurbishment, including image upgrades, amenities renewal, services replacement and back-of-house reconfiguration.
  • C-07 Complex Structural & Remedial Works Structural remediation and strengthening, concrete cancer and spalling repair, façade and balcony rectification, waterproofing failure, membrane and screed replacement — engineer-documented and inspected to hold points.
  • C-08 Staged & Trading-Hours Delivery Works programmed around operations — overnight, weekend and staged shutdowns on premises that cannot close, across single sites and multi-site portfolios.

03 — Markets

Five Markets, and One We Choose.

Formah is licensed, insured and structured to build in these markets. Each carries its own approvals, its own operational constraints and its own definition of finished, and each is priced on that basis rather than on a square-metre rate. We tender from $200k to $30m and beyond, across Victoria.

  • M-01 Commercial Purpose-built commercial buildings, office and retail tenancies — constructed around a defined operational use, with buildability reviewed before the contract is signed.
  • M-02 Industrial Factories, warehouses and distribution facilities. Portal frame and tilt-panel construction, office and amenities integration, hardstand, loading and services infrastructure.
  • M-03 Hospitality Venues, restaurants and licensed premises — new build and refurbishment, where the opening date is advertised before the work starts and cannot move.
  • M-04 Hotel Chains Branded and national hotel programmes: new construction, guest-room and public-area refurbishment, staged floor by floor and site by site to brand standard while the hotel keeps trading.
  • M-05 Medical & Healthcare Small medical centres, general practice, dental and allied health suites. Governed as much by infection control, accessibility and accreditation requirements as by the drawings, and usually built around a practice that keeps seeing patients.
  • SELECTIVE Medium to High-End Residential Architect-documented homes and low-rise multi-residential, built to a finish standard that is inspected rather than described. We take on a small number of these each year, where the brief and the client suit the way we build.

04 — How We Build

Four Stages. No Assumptions Carried Forward.

Every Formah project runs the same sequence, whether it is a single-night tenancy shutdown or an eighteen-month build. Scale changes the duration — it does not change the discipline.

STAGE 01

Mobilise & Verify

Scope verified against the drawings and the actual condition on site — not the tender assumption. Existing services proven, access and isolation confirmed, permits and inductions in place before mobilisation.

STAGE 02

Programme & Procure

A sequenced construction programme with critical path, long-lead items identified and procurement locked to it. Packages are awarded on capability and availability against that programme, not on price alone.

STAGE 03

Construct & Control

Supervised on site, not managed by phone. Daily prestart, hold points inspected as they are reached, non-conformance stopped at the point it occurs, and variations priced and approved before the work proceeds.

STAGE 04

Handover & Rectify

Progressive defecting through the build so the final list is short. Commissioning records, warranties, compliance certificates and as-built documentation issued at handover, with rectification closed out to written sign-off.

Non-Negotiable, and Evidenced.

Formah operates a project-specific WHS management plan on every site. No party commences work until insurances, licences and SWMS have been reviewed and accepted, and site-specific induction is completed and recorded. Hold points are inspected as they are reached, and non-conformance is stopped where it occurs.

What We Can Evidence.

Formah is a young entity with established credentials. What follows is a contract, a certification, an ownership disclosure and a contracting structure — each of which can be checked.

Where a group entity is engaged as project manager or superintendent, the relationship is disclosed to the client up front and Formah is contracted, administered and held to account at arm's length — on the same terms as any other builder.

SINGLE POINT OF RESPONSIBILITY

One head contract for the whole scope. The programme, the cost, the compliance and the defect liability sit with us — no divided accountability, no gaps between packages, and no client left running a live site.

07 — People

Who Runs It.

Formah is small enough that the people who price the work are the people who build it. There is no layer between the client and the person accountable for the outcome.

  • Matthew

    Managing Director

    Matthew holds personal accountability for what Formah builds. His background is in commercial fit-out, refurbishment and remedial delivery across Victoria — capital works, trading-hours programmes, and the rectification of work left non-conforming by others.

    He stays directly involved in tendering, procurement and site delivery rather than at a remove from them, and he holds the client relationship himself. Behind that sits a network of architects, engineers, quantity surveyors and specialist contractors built over more than a decade in the Victorian market.

    On a Formah project he is the point of contact, and the person accountable if it goes wrong.

  • Leo

    Director

    Leo has been a builder and a developer his entire working life. He came up on site rather than through an office, and he has sat on the client side of a contract as well as the construction side.

    That matters in how work gets priced here. A developer reads a set of drawings for what it will cost to build and how long it will tie up capital; a builder reads the same drawings for what is actually buildable. Leo does both before a number goes out the door.

    He shares responsibility for what Formah takes on — which projects are tendered, how they are priced, and whether the programme is one the business can hold.
